A. Job Purpose
To establish, implement, maintain and continuously improve the organization’s training system and Training Program Manual (TPM) to ensure full compliance with TCAR 8 Part 145, company requirements, and customer / authority expectations, ensuring that all staff (certifying staff and support staff) are competent, qualified, and properly recorded.
B. Duties and Responsibilities
1. Regulatory Compliance & Training System Management
- Establish and maintain a training system in accordance with TCAR 8 Part 145 requirements and company standards.
- Develop, control, issue, revise and distribute the Training Program Manual (TPM) and related procedures/forms.
- Conduct annual review of the training program to ensure it remains current and effective.
- Ensure all training activities comply with:
- CAAT/CAAP/CAAM/CAAS/CAAM/CAASL/India DGCA/ Indonesia DGCA/ MOLIT Korea/GCAA/AAK/FAA requirements
- Customer contractual requirements
- Internal policies and standards
- Ensure training requirements are properly implemented for all locations/stations under the approval scope.
2. Training Needs Assessment & Qualification Control
- Coordinate with Maintenance Department, Compliance Monitoring Department, Safety Management Department, HR and station managers to:
- Identify training needs per position
- Establish qualification requirements per role (certifying staff / support staff)
- Ensure compliance with competency requirements
- Ensure training matrix is defined and maintained for all staff categories (including new joiners, transferred staff, promoted staff).
3. Instructor / Examiner Qualification & Control
- Conduct evaluation and approval of internal and external instructors/examiners, ensuring they meet qualification requirements.
- Review instructor documentation such as:
- resume / license / certificates
- relevant experience record
- training syllabus capability
- teaching competency evidence
- Monitor instructor performance and take corrective action where required.
4. Training Planning, Coordination & Execution
- Coordinate with internal/external training sources to arrange:
- Instructors
- Schedules
- Class plans
- Training materials
- Classroom facility and equipment
- Ensure training delivery is properly managed (attendance, examination, pass/fail criteria, feedback and evaluation).
- Ensure proper implementation of:
- Initial training
- Continuation/recurrent training
- HF/SMS/QMS training
- Regulatory and MOE training
- Job/task-specific training
5. Training Records & Reporting
- Maintain and ensure complete training records including qualification and experience of certifying staff and support staff.
- Ensure training records are:
- Accurate
- Traceable
- Secured
- backed up
- retrievable upon authority/customer request
- Summarize training results and provide management reports such as:
- monthly/quarterly training status
- training completion ratio
- overdue training list
- instructor performance summary
6. Audit / Surveillance / Regulatory Liaison
- Support and coordinate all audits/surveillance (authority, customer, internal), including preparation of:
- TPM and training procedure evidence
- Training matrix and training plans
- Staff training records and qualification files
- Liaise with CAAT / relevant authorities regarding training requirements, interpretation of regulations, and airworthiness/training matters.
- Support corrective action development for training-related findings and ensure proper closure and effectiveness verification.
7. Continuous Improvement
- Monitor training KPIs and propose improvements to enhance training efficiency and effectiveness.
- Identify training risks (overdue training, competency gaps, instructor shortage) and implement mitigation plans.
- Ensure training program supports operational capability expansions (new aircraft type, station addition, new customer).
C. Authority / Accountability
- Authorized to approve training schedules and training records validity per TPM
- Authorized to recommend staff training and instructor acceptance/rejection
- Responsible for TPM and training compliance to 145 regulations
Qualifications:
A. Education
Graduated from aeronautical college, technical university/college, or other education acceptable to CAAT / relevant authority; or related bachelor’s degree.
B. Experience
- Minimum 2 years’ relevant work experience in aeronautical industry in an appropriate position (training, quality, maintenance support, or compliance).
- Recommended (additional for strong JD): 3–5 years in MRO/Line maintenance environment.
C. Knowledge / Competency
Knowledge of:
- Quality Management System (QMS) or equivalent
- Human Factors (HF)
- Safety Management System (SMS)
- Organization’s MOE and applicable training procedures
- Relevant maintenance methods and procedures
- TCAR 8 Part 145 requirements (training and competence control)
Strong ability in:
- training planning and coordination
- training record management
- audit response and compliance evidence preparation

D. Skill Requirement
- Good English communication (spoken/written)
- Strong documentation skills (manual, procedure, matrix, report writing)
