The Compliance Monitoring and Safety Manager (CS) is responsible for ensuring that all compliance monitoring and safety management activities within the organization are conducted in accordance with Civil Aviation Authority of Thailand (CAAT) regulations, applicable standards, and organizational requirements. The CS reports directly to the Accountable Manager (AM).
Responsibilities:
- Demonstrate relevant knowledge, background, and professional experience related to the organization’s activities, including expertise in compliance monitoring.
- Maintain unrestricted access to all areas of the organization and, when necessary, subcontracted organizations.
- Ensure that organizational activities are monitored for compliance with applicable regulatory requirements and internal standards, under the supervision of nominated persons as defined in CAMO.A.305(a)(3)–(a)(5).
- Oversee contracted maintenance activities to verify compliance with contractual obligations and work orders.
- Develop, implement, and maintain an audit plan, ensuring it is properly executed, regularly reviewed, and continuously improved.
- Request and track corrective actions to address identified non-compliance issues.
- Establish and maintain a compliance monitoring feedback system.
- Liaise with CAAT on matters related to compliance and auditing.
- Facilitate hazard identification, risk assessment, and risk management processes.
- Monitor the implementation of risk mitigation measures outlined in the safety action plan.
- Provide periodic safety performance reports to the Safety Review Board, as defined in AMC1 CAMO.A.200(a)(1)(i).
- Ensure the maintenance, accuracy, and availability of safety management documentation.
- Oversee the provision of safety training programs, ensuring they meet acceptable standards.
- Provide expert advice on safety-related matters.
- Initiate and follow up on internal occurrence investigations.
- Monitor all continuing airworthiness management tasks to ensure compliance with contractual agreements.
- Ensure continued compliance with TCAR Air Part-M requirements.
- Verify that all maintenance activities are performed in accordance with defined quality standards.
- Propose corrective actions to eliminate non-compliance and ensure their timely and effective implementation.
- Monitor compliance with contracted maintenance activities.
- Submit Mandatory Occurrence Reports to CAAT within 72 hours and to other authorities as required.
Qualifications:
- Minimum 5–10 years of professional experience, with at least 5 years in the aviation industry
- Managerial-level experience with proven leadership and decision-making responsibilities
- Strong understanding of aviation operations and industry standards
- Experience in aviation safety and compliance will be highly preferred
- Ability to manage teams, coordinate with stakeholders, and ensure regulatory compliance
- Proficiency in English is required
